Read a durable terminal order result for one account and ingress sequence

/api/v1/trading/accounts/:account_id/order-receipts/:seq

Account-scoped recovery path for a submit response whose terminal result was still pending at the shared response deadline. A result is returned as terminal only after it is durably persisted with the terminal receipt.
